A line "Get an alert for skills to be renewed" is present in the parametering/general setting/management/Management/Notification.

Persons identified in the "Notifications" list will receive an alert by email only for employees registered in the site(s) they are viewing.

Be careful, in order to see this new line in notifications, you will have to check the permission present in User Management / Reset / Setting module.
